New road in pleasant park that goes to Surbhi gym

On this road I have seen male and female couples kissing and hugging at night, it's not well lit yet, boys come to smoke up too from pleasant park, there is construction work going on of buildings, behind the fences anyone tried any fun? I once saw one guy standing behind the fence on his phone who I had met via blued, I texted him and asked him if it's a cruising point, he said no n he was just checking out the place and waiting for his friend but I had seen him going there before also. Anyone knows if this is cruising spot or not?
