If u face PP Chambers then walk towards left side.
It is just opposite to A-Z gift shop...
There is some gynaecologist clinic opposite to that loo.

Yes, this loo/place is active throughout the day, especially in afternoon & evening,but you need to be careful as autodrivers and people have connectivity throughout the day, can't have comfortable fun inside..
